Part of me wonders if we should land this on NSS_3_79_1_BRANCH for 3.79.2 as well since it isn't unheard of for distros to update to newer compilers even on ESR releases.

I think it's fine to leave the minimum supported version at 4.34(.1) on NSS_3_79_BRANCH and NSS_3_83_BRANCH. Distros that use newer compilers will need to ship NSPR 4.35, which is compatible with NSS 3.79.1 or NSS 3.83.
