This should backfill at least through 2020-12-01 (when we first deployed browser_engagement_total_uri_count_normal_and_private_mode).

Are we still blocked on this? having a history of days_since_qualified_use_v1 and days_visited_1_uri_bits fields until about 2020-11-18 would make 2022 KPI planning and reporting easier and more cost effective.
