Hello,

I reproduced the issue on the latest Nightly (107.0a1/20220925213821), Beta (106.0b4/20220925185751) and Release (105.0.1/20220922151854) under Windows 10 x64 and Ubuntu 16.04 LTS.

When a user is on non-privileged pages, the Ctrl+Shift+V shortcut is non-functional, however the shortcut command can be invoked from privileged pages such as about:addons, about:support, about:preferences, etc.

Tested this with “Multiple Paste and Go Button” (https://addons.mozilla.org/en-US/firefox/addon/multiple-paste-and-go-button/?utm_source=addons.mozilla.org&utm_medium=referral&utm_content=search) and “Tree Style Tab” (https://addons.mozilla.org/en-US/firefox/addon/tree-style-tab/?utm_source=addons.mozilla.org&utm_medium=referral&utm_content=search) and changing a shortcut command of the extensions to Ctrl+Shift+V.
In the case of “Multiple Paste and Go Button” I changed the only shortcut it has to the above combination and for “Tree Style Tab” I changed the shortcut to open and close the sidebar from the default “F1” to “Ctrl+Shift+V”.

For more details, see the attached video. Note that in the video, when I switch to the AMO page and the Wikipedia page, I keep pressing the Ctrl+Shift+V shortcut.

Working as intended - Ctrl-Shift-V is already in use for built-in functionality (since bug 968104).

The feature request about overriding shortcuts in web content is at bug 1555620.
