1792049 - Shrinking the window with many pinned tabs causes overlapping tab management buttons

Trying to shrink a window with many pinned tabs is causing tab management buttons to overlap each other to a point it's unclear what I'm clicking.

We could at least hide the scrollers and plus button when space is missing.
Not sure if we could do anything about the Windows control buttons.

I checked how Chrome handles this, they just hide the tabs (included pinned) behind the + button, Windows controls are always visible. That seems a more reasonable approach.
