1793101 - "always show" toolbar is not show in fullscreen mode

User Agent: Mozilla/5.0 (X11; Ubuntu; Linux x86_64; rv:105.0) Gecko/20100101 Firefox/105.0

Steps to reproduce:

• Gone to FullScreen (F11)
• Right click on ToolBar
• Selected "Bookmarks Toolbar" > "Always Show"

Actual results:

• ToolBar does not appears.

Expected results:

• If I explicitely select "ALWAYS" Show, I want it to ALWAYS show, even in FullScreen.

My guess is that this is exactly the expected behaviour here, but I will set it as an enhancement so the engineering team could decide if they take in consideration changing this or not.
