When the CFR panel is open, clicking F6 results in different behavior on about: pages than on other web pages (see attached screen grabs). On about: pages, it hides and reveals the CFR panel. For other pages, it navigates the user between the URL bar and the CFR calls to action.
According to The Blind Access Journal, In the Google Chrome and Mozilla Firefox web browsers, F6 jumps out of the address bar and moves focus directly into the currently loaded web page.
Behavior should be consistent across all contexts.
