[anchor-position] Fix anchor-name scoping in multicol

The spec defines[1] how to determine the anchor when names
conflict. This is normally computed while propagating anchors
to ancestors, but when in block fragmentation context, names
are resolved by traversing descendants.

This patch fixes scoping rules when traversing descendants.
