As chromium, it is better to set OutputHDRMetaData to video overlay on Windows.

I looked into more. It is necessary when HDR video is played on video overlay. The VideoProcessorSetOutputHDRMetaData() is used for HDR Tone mapping.

On chromium, general HDR Tone mapping is done by gfx::ColorTransform
