1794855 - Add TSPS policy document type

Steps to reproduce:

In order to better support disclosure of policy documents by CAs, and to accurately map those documents into the overall policy scheme covering in totality the CA's compliance with industry requirements, we should add some new options when supplying policy documents (or policy document URLs).

The two that immediately seem useful are:

1. TSPS (Trust Service Practice Statement)
2. Other Policy Document

The current Document Type options are:
CP
CPS
CP/CPS
Other

So this request is to add another option, so the list will become:
CP
CPS
CP/CPS
TSPS
Other

Correct. I'm not aware of any TSPS combined documents, so I think having it standalone is all that's needed.

Hopefully moving these bugs to the new "CA Program" Bugzilla product will make us immune to the auto-nag bugzilla bots.
