Since a couple SDK versions ago the room name generation can be delegated to the application for localized empty room names.

Should there be a follow-up to switch to fluent for Matrix (or all of chat?) Maybe there's a tracking bug already.

I believe we will have some amount of migration automation that goes along with doing that so existing strings are migrated. I believe this is upcoming work.
