bug 1795761 comment 2 and bug 1795761 comment 3 landed at the exact same second: 2022-10-17 20:43:30 . I got bugmail for c2 like normal; c3 I got a mail that had both comments in the body.

Skimming as a total amateur, Bugzilla/BugMail.pm looks like

 $comments = $bug->comments({after => $start, to => $end});

is only doing one-second-granularity and thus grabbing multiple comments.
Not sure if I've got a "that's cute, go buy a lottery ticket" or "that's a bug," but, see something file something.
