From github: https://github.com/mozilla-mobile/android-components/issues/11233.

We don't currently have a use case for this, but in the future we likely want to persist this state as well. In the RFC we decided to make persistence configurable on a group level, but we won't implement this in the first version. So breaking this out from https://github.com/mozilla-mobile/android-components/issues/11208.
