When you try to save a web page it acts like it saved it but it writes nothing
to the hard drive.

Reproducible: Always

Steps to Reproduce:
1. go to web page
2. try to save web page
3.

Actual Results:  
doesn't work
Does deleting compreg.dat and restarting help?  If so, this is bug 171441
