Based on the discussion from https://github.com/mozilla-mobile/fenix/issues/18145 and https://mozilla-hub.atlassian.net/browse/FNXV2-9801, we should add support for silent notifications in WebNotificationFeature.

Tested on Nightly 111.0a1 from 02/02, with Google Pixel 6 (Android 13) on https://web-push-book.gauntface.com/demos/notification-examples/. The Silent notification are correctly received, without the default notification sound, while the other notifications play the default notification sound.

Based on the support being added under the dom.webnotifications.vibrate.enabled
preference, silent notifications can only be tested in Nightly builds. Thanks to @Delia for pointing this out!
