Adding cookei banner service mode prefs

• cookiebanners.service.mode
• cookiebanners.service.mode.privateBrowsing
  to the telemetry environment prefs.

Paul and I think that we should use glean to implement the telemetry. But, unfortunately, glean doesn't support environment prefs, so we have to implement a way to watch the prefs with time. The simplest way is that we collect the pref values in the idle-daily and we can implement it in the cookieBannerService.

Also, we need to watch the pref related to the preference UI here.

observer. This would allow us to observe the pref changes with time.
