Paul and I think that we should use glean to implement the telemetry. But, unfortunately, glean doesn't support environment prefs, so we have to implement a way to watch the prefs with time. The simplest way is that we collect the pref values in the idle-daily and we can implement it in the cookieBannerService.
Also, we need to watch the pref related to the preference UI here.
