Modern Windows supports ANSI color code, since 2018! 🚀

Time to take advantage of that fact, since currently moz-phab unconditionally blocks colors on Windows.

Modern Windows console should be able to display ANSI colour
codes correctly. Remove the unconditional blocking of ANSI
on Windows.
