This bug tracks the configuration and launch of an experiment.

Overview
Create a CFR panel colorway expiry reminder messages to run as an all regions/all locale holdback experiment in Fx108.

Clicking the primary CTA should result in opening the Firefox View tab with the Colorways modal open (see bug 1797496). If the user has not completed or dismissed the Firefox View feature tour, it should appear on the page behind the open Colorways modal (this should already be the default behavior).

This message should only be shown once per user.

> Exceptions
This reminder message will take priority over the tab pickup reminder (3rd time in FxView) and colorway reminder (4th time in Fx View). This should not be an issue given that we will not show the panel to users who have entered Firefox View 2 or more times.

> Targeting

• The message should be shown between December 16, 2022 and January 16, 2023. We can use the date filtering expression.

• If a user removes Firefox View pinned tab, we will not show the panel. See patch D160284.
  New users

• Given that users will see colorways during first run onboarding and they will see the Firefox View panel (after three closed tabs), we should target a profile age of 2 weeks before they see the colorway reminder message
  Existing users*

• Target existing users have not selected an “Independent Voices” colorway yet (see userEnabledActiveColorway targeting here).

• Users don’t see the panel if it has been 2 weeks since they have seen the Firefox View panel OR have visited Firefox View 2 or more times.

• We should have at least a 2 week interval between seeing the colorway continuous callout.
