We want to figure out if this is intentional or if it's a bug, as this give users the wrong perception that this settings are applicable only in private mode, when in reality they are the same settings as normal mode.

We investigated this and could not find a rational for this decision to show settings with private theming. So let's show settings in standard theme. Thanks!

This is no longer an issue. In Release 145 the coloring of the Settings page reflects the browsing mode and device theme.
