1797600 - Create cookie banner cfr in Focus

+++ This bug was initially created as a clone of Bug #1797593 +++

On the first instance of a cookie banner that gets cleared, a panel opens off of the shield button.

The panel informs the user about the feature behavior and lets him/her access settings where the user can disable or opt into the accept all behavior

Telemetry helps count users prompted and engagement

The cfr for cookie banner will appear if :
1.The onboarding is completed
2.The user has seen the tracking protection cfr and the erase cfr
3.If the cookie banner option from settings is reject all
4.If the site has a cookie banner and it was programmatically handled.

The user will see only one time the cookie banner Cfr.
If the user clicks on the settings word in the cookie banner CFr, he will be redirected  to the Cookie Banner Options page from the app Settings.

Telemetry events:
cookie_banner.cookie_banner_cfr_shown : when CFR appears on the screen
