+++ This bug was initially created as a clone of Bug #1797596 +++
When the message appears, users are informed that they can automatically hit “Accept all” if no “decline all” option exists. They can select one of 3 actions
- Decline: remain opted into the “decline all” option
- Allow: opt the user into “accept all” option
- Close the message - this implies that on next instance of an accept all cookie banner the user will see the follow-on onboarding again
The user cannot dismiss the message by clicking off of it
Telemetry helps collect counts of message displays and engagement with the message (displays, hit allow, hit Decline, close the message)

As we had a change in the requirements, we are not going to need this dialog anymore, as we are only going to block banners that has the reject button.
