Steps to reproduce:

Use Firefox in one computer

Install many add-ons(Development add-ons)

The new add-on icons are added in browser interface aside the URL bar.

Move icons to a list ">>" manually

Install the Firefox(or start using clean Firefox) in another PC
-
Active Sync of add-ons in both computers
-
The add-ons will be installed in a lot
-
The icons will be positions automatically aside de url bar

The URL bar size will be reduced, and you will have a lot of icons to move to ">>" bar manually.

The new browser can't auto realign icons or browser layout customization like the firs browser already customized and synced.
Actual results:
- Icons are placed aside de URL bar after install
- Manually action are needed to move one a one icons to ">>" list.
- Browser doesn't have way to sync browser customization or toolbar customization, neither icons position/organization.
- The new browser can't auto realign icons or browser layout customization like the firs browser already customized and synced.
Expected results:

After add-on install, place the new add-on icon automatically in a list of non reorganized icon in toolbar, preventing the flooding of icons in a toolbar.

Place new add-ons icons in a separated list in browser toolbar automatically.

Add way to sync interface preferences, browser and toolbars customization if are marked to sync.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Add-ons Manager' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Indeed the new installed add-ons are not moved to ">>" list on second Firefox synced PC.
