browserAction.openPopup on MV2, action.openPopup on MV3 currently requires user interaction. Bug 1755763 removed the input requirement, but it is initially behind the extensions.openPopupWithoutUserGesture.enabled pref, that defaults to true on Nightly only.

This bug tracks the behavior of enabling it by default on all release channels.
