select news server (or group), local folders in folder pane, do "Tools | Junk
Mail Controls...", account picker comes up blank.

let me screen shot.

once we support news, it should select news.

but local folders will always have this problem, and we should select the
default account.

fix in hand,  patch coming.

this can happen for news, local folders, or if no folder is selected in the
folder pane (select folder, delete it, then do "Tools | Junk Mail Controls...")
