In Bug 1799143, we fixed the attention UI (dot) that is used for MV3 extensions (when user needs to do something like granting permission for example). During the review, the inconsistency between this new attention UI and the existing one for the app menu has been raised.
FTR: The current attention UI for the app menu is a "badge". We implemented a new attention dot for extension widgets (below each button) because those widgets can have badges too, and that would have been super confusing.
This bug is about (maybe) reusing the same attention UI for all toolbar buttons, based on the "attention dot" that we have for MV3 extensions.
