Splitting out suggestions from bug 1729618 comment 4 into separate pieces
Currently when a user has added an exception to https-only upgrade (either manually or through the error interstitial) we show the setting in the site identity panel so the user can revoke the exception (or change it to permanent/temporary). We should show that setting any time we have upgraded a site. This accomplishes two things:

Even when we think we have "successfully" upgraded a site sometimes the content differs (e.g. error pages shown without an HTTP error status) and the user needs an easy way to make an exception. Most users won't know how to dig into prefs and manually add one

It lets users know we did change what they typed and that making an exception to that is even possible
