180032 - Charset meta tag is missing when saving mail as html

Charset meta tag is missing when saving mail as html
Build: 1112 branch

Steps:
1. Send yourself a JA mail with JA html file attachment. (In my case, I attached
a JA html file encoded with EUC-JP)
2. Receive the mail
3. Go to File|Save as File
4. Save it as a html file (with either JA name or EN name)
5. Open it in the browser ane view source
6. Notice that there's no charset meta tag

Charset meta tag is still missing when saving mail with NO attachment. 
1. Send yourself a JA mail
2. Receive it and go to File|Save as
3. Save as html file (either JA name or EN name)
4. Notice that in the html file, there's no charset meta tag
