180064 - Page content is not printed when page is scaled by less than 44 %

Build: 2002-11-13-04 NB
Platform: OS X 10.2.2
Expected Result: Page content should be printed at the specified size
What I got: Content is missing from print out

Steps to reproduce:

1) Load a url or go to http://www.mozilla.org/projects/chimera/
2) Go to File - Page Setup
3) Type 44 in Scale % field. Click OK.
4) Go to File - Print. Click Print or Preview.
5) Notice content appears on print out or on pdf file
6) Repeat Step 3 but change value to 43.
7) Now, print the document again. Notice content is missing.

In addition, this doesn't happen on the latest Fizzilla trunk but does occur on
the latest Fizzilla branch.

I don't expect most people to reduce a page when printing but it does make sense
for larger images.

Could this be a layout bug?  When the scaling setting is <44% the spooling phase
is incredibly short.

Also not this is _not_ chimera specific as the Moz 1.0 branch builds, including
NS 7.0, show the same problem
