Handle the "Learn More" flow: after the user clicks "Learn More" in the onboarding doorhanger, a new tab is opened with the Learn More link, the doorhanger is hidden, then when the user returns to the tab, the doorhanger is re-triggered.

The simplest way to handle this is just to dismiss the doorhanger without setting any state related to when to re-show it--doesn't need to be domain specific.
