(Edit: actually no, see updated description.) This is looking like it will be GIFFT / Glean, not just legacy telemetry. Starting with this relatively simpler task; I'll adjust the points as needed.

Gijs pointed out that all of about:preferences is already instrumented to capture clicks on anything with an ID. Closing.
