Bug 1634580 originally implemented these as with the aim of potentially simplifying some of the engine reloading that happens when the region changes.
However, we've never used it and decided it may make handling switches more complicated in different ways.
Hence we should remove the code. I think we can basically back out the original patch (with modifications for the current code base).
