This seemed like it worked when I was landing it, but apparently it never worked; and lead to invalid yaml files getting in-tree and subtly causing issues.

I think this is going to cause a test failure on Windows; but I can't stop the landing (nor update the patch) so feel free to back it out and I'll try relanding tomorrow
