Watershed releases are shipped as-needed, and currently happen quite infrequently, so we can't know in advance when that will be. One possibility is that we do a watershed release for ESR115 when Windows 7/8 support is discontinued. Another possibility is that we backport the migration to ESR102 and make that a watershed release. I'll work on that with RyanVM after it lands on mozilla-central and ideally we can close it up this week
