There are two situations that I know of that can cause this, both unusual:

1. The background task profile directory (in Background Tasks Profiles/) has been deleted entirely.
2. The background task profile has been downgraded (see https://bugzilla.mozilla.org/show_bug.cgi?id=1792756).

This is almost certainly for the background update task.

OP, are either of those possible? You should be able to fix this by finding your default browsing profile, like:

C:\Users\<user>\AppData\Mozilla\Firefox\Profiles\foofoo.default

going up once or twice in the directory hierarchy, looking for Background Tasks Profiles, and finding a profile like

C:\Users\<user>\AppData\Mozilla\Firefox\Background Tasks Profiles\foofoo.MozillaBackgroundTask-<hash>-backgroundupdate

Remove the contents of that directory (but not the directory itself).
