As seen on bug 1800257 comment 6 automated tests could easily get into a state where any navigation is not possible anymore. This behavior is controlled via the preference dom.navigation.locationChangeRateLimit.count. Setting it to 0 will disable the feature.

There is also dom.navigation.locationChangeRateLimit.timespan which is 10s by default but I don't see a reason why to modify that one.

Maybe this patch will help by lowering the number of failures for bug 1800257. Lets see.
