After some discussions with Vicky, I agree we should turn this off by default, it will also help avoid conflicts with other upcoming urlbar changes that may be experimenting on nightly

Funny timing, the above test landed after my patch was submitted, set the pref explicitly for that test and relanding. Depending on whether we remove zeroPrefix or not we may want to change the test
