Steps to reproduce:

1. Open any tab (wikipedia in my case)
2. Scroll to end of it, to verify that overscroll effect is displayed when reaching end of pgage
3. Open any link from this website in new tab in background
4. Switch to tab 2 (newly opened tab)
5. Scroll down to website
6. Observe that overscroll effect is not displayed
7. Switch back to tab 1
8. Observe that overscroll effect is displayed for tab 1
9. Switch back to tab 2
10. Observe that overscroll effect is now displayed for tab 2

Actual results:

In step 6 overscroll effect is not displayed.
Observe problem in attached video.

Expected results:

Overscroll effect should be displayed in step 6
