1804196 - Searchfox subtest issue count can be incorrect due to clobbering when there are multiple test IDs for a given WPT test

The value that underlies the sentence This test has a WPT meta file that expects 1 subtest issues. is set via clobbering for each of the test. We should either sum the subtest counts or move to storing them on a per-test ID basis. There's a little more discussion in https://bugzilla.mozilla.org/show_bug.cgi?id=1656010#c5 about how we might potentially also just be more detailed about the subtest problems, but I don't have any simple ideas for that. (We could certainly do some complex table/matrix stuff, though!)
