we need to move embed.jar to GRE level chrome directory so all gecko based
applications can share this file.

I have not seen a chrome directory within the GRE. Should there be one? As of
1/23/03, there are only the components and plugin directories.
Is Chrome even a part of the GRE? Last time we talked (about the XRE), it was not.

There should not be a chrome dir within the GRE now. However, once #179834 is
fixed we can move all the common chrome to the GRE's (new) chrome dir.

This should be fixed with xulrunner-as-gre, though I'm still figuring out how
embedding apps will get the directoryservice and such set up for them.

Well it's not called embed.jar, but xulrunner contains all the proper chrome.
I'm calling this fixed.
