If we want to ensure a rollout is doing no harm as we increase the percentage, we need to be able to look at a few metrics, and one of them being signups.
In order to do that, it might be helpful in some cases to know what signups were in the rollout and what were not.
We already do this for experiments, so we just need to add rollouts to that too, prioritising experiments over rollouts if a user is in both.
