Early user testing has shown that many users would prefer "reject all if available, otherwise let me handle the cookie banner" as opposed to the current default of "reject all if available, otherwise accept all, and implicitly enhanced tracking protection will prevent that cookie from doing any harmful tracking".
This bug tracks front-end work based on TBD UX/copy changes to about:preferences to add this as a secondary option.

Moving this under the desktop v2 metabug, since it tracks future work.

Reject-all is by default so won't need a separate checkbox.
