'Manage Exceptions' blocked websites list purged after browser restart

Steps to reproduce:
- Go to the hamburger settings menu
- Select Settings
- Select Privacy & Security
- Enable 'Delete cookies and site data when Firefox is closed'
- Select Manage Exceptions
- Add website to always block cookies
- Go to website
- Cookie is still stored within same session (issue #1)
- Restarting the browser clears the list of permanently blocked cookies (issue #2)
Actual results:
Tired to blacklist a cookie but also have browser clear cookies upon restart.
Expected results:
The website should always remain on the blacklist under manage exceptions and not get cleared upon browser restart.
The blacklisted cookie is still allowed during the session and storing data, showing up as storage space, rather than being blocked.

The Bugbug bot thinks this bug should belong to the 'Toolkit::Data Sanitization' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.

Thank you for sharing the issues you experience with us.
Regarding your first issue, data and cookies from blocked sites being listed:
- unfortunately, this issue is not new to us e.g Bug 1626797 - Some sites, while mentioned as blocked within "Exceptions - Cookies and Site Data" dialog box, still show up in the "Manage Cookies and Site Data" dialog
Regarding your second issue, sites being removed from the exceptions list:
- In case you clear site settings
on shutdown, this will be causing this. You can take a look at about:preferences#privacy
under the History
section. If Use custom settings for history
is selected you can click on Settings...
and you will see what storage categories are cleared. We already have a bug where this topic is discussed, right now this is expected behavior and the implications of clearing site settings need to be communicated better with the users, you can check it out here Bug 1658094 - Clearing site preferences on shutdown also clears exceptions from cookie lifetime policy
Please confirm to us if clearing site settings
is causing your issue. Otherwise we need to investigate further.

Thanks for the detailed response, clearing 'site settings' was as you mentioned enabled with custom settings.

I am happy to hear we could at least solve parts of the problem for you.
