I have managed to reproduce this using the same version on the same OS.
Try opening the browser console while Firefox is repeatedly refreshing by clicking the three lines menu in the top right corner, then 'more tools' near the bottom of the menu, and click 'browser console'. See what message appears in the window that opens - this normally tells you what is happening and it will probably reveal the cause of the repeated refreshing and feed back what it says.

When "Never remember history" is enabled, Permanent Browsing mode is also activated. I'm going to set this to Firefox > Private Browsing so that our developers can take a look over it - if this is not the right component, please assign a more appropriate one.
Please see also Bug 1767407.

This was properly marked as a duplicate of bug 1743143 above. It looks like the reporter un-duplicated it without an explanation -- I'm guessing because the descriptions are slightly different -- bug 1743143 mentions private browsing, whereas this bug is about "Never Remember History". But in fact it's still the same, since "Never Remember History" is just a version of permanent private-browsing-mode, essentially.
Re-marking as duplicate.
