1806601 - firefox-android: `build-sample-browser` and `focus-debug` tasks shouldn't run on all PRs

In bug 1803141, we drastically reduced the number of tasks scheduled in PRs and git-pushes. However, we still have a few of them that always run but should. Take mozilla-mobile/firefox-android#400 for instance. It just changed .taskcluster.yml and ended up rebuilding sample-browser and testing (including UI-testing) focus-debug. See the attached screenshot (source [1]).

That's a waste of people's time and compute resources.
