1.) Set Address Bar to the Top in Firefox Settings
2.) Open a New Tab Page/Homescreen
3.) Focus the Address Bar / Unfocus the Address Bar
Actual: The NewTabPage moves up/down.
Expected: The NewTabPage should have fixed position. No move up/down.
