Looks like these tests come from https://bugs.chromium.org/p/chromium/issues/detail?id=1399313
Morten's "tc-chrome-issue.html" attachment over there does reproduce the described bad-behavior (many blank pages of output), in Firefox Nightly 110. I'll post that as a testcase here, too.

print-preview shows 98 pages for testcase 1, when in fact it should only show 1 (since the tall content is inside of a clipped zero-height container)
