1807850 - Firefox View feature reminder messages should not show within 24 hours of skipping feature tour

Colorways reminder messages are configured not to show within 24 hours of any feature tour messages in Firefox View. A Spotlight modal shows before the tour. If a user skips the tour, the reminder messages should not show until 24 hours later (like with the actual tour messages themselves). Currently, the reminders can show immediately after skipping the tour in some cases.

I‘ve verified this issue using the latest Firefox Nightly 110.0a1 (Build ID: 20230104163752) on Windows 10 x64, macOS 11.7.1, and Ubuntu 22.04 x64.

• If the Firefox View feature tour was skipped, the Firefox View tab pickup reminder is displayed when you go to Firefox View tab after the system date has been changed ahead by one day in the future, and the Firefox View tab was visited at least four times.
