1808045 - "add new jobs" by search doesn't reset state when re-opened

STR:

1. Open "add new jobs (search)" interface
2. Search for something
3. Notice the list is filtered down
4. Close the modal
5. Open "add new jobs (search)" interface
6. Click "use full job list"

Expected result: the job list should expand to all available tasks

Actual result: the job list is filtered down to the search when the modal was opened the first time. Flipping the "use full job list" actually seems to do the opposite as well -- there's fewer jobs when it's checked.
