From the bug #1794140 cache usage audit, we decided to drop the cache expiration time default in SocorroCommon from 1 hour to 5 minutes. This prevents thundering herd issues, but will reduce the amount of stuff sitting in cache.
When we change the default, we should look at all the subclasses to make sure they have appropriate cache expiration times.
