We have a check that occurs whenever the user has been idle for 2 seconds to check for new snapshots but we have snapshots disabled so this is useless and should be gated on the snapshots pref.

There is no need to keep the snapshots functionality around at all so lets just strip it all out rather than wallpapering over bits of it.
