For testing purposes, an entry is added to the dynamic blocklist with the name "TestDllBlocklist_UserBlocked.dll". Right now this shows up for all users on about:third-party - we should instead only add it to the blocklist when tests are running.

This is verified fixed using Firefox 110.0b1 (BuildId:20230116134525) on Windows 10 64bit, Windows 11 64bit & Windows 7 64bit. The TestDllBlocklist_UserBlocked.dll is no longer displayed inside the about:third-party page.
